に関して is the formal twin of について: この件に関して、ご意見をお聞かせください, "please let us know your views on this matter". You'll meet it in business emails, announcements, reports and the news.

Before a noun, it becomes に関する: 事故に関する情報, "information about the accident". This form is more common than に関しての.

関する means "to relate to", so the literal sense is "relating to". It's slightly more precise and official than について, but in most sentences the two can swap.

With は, it marks a topic for special comment: 個人情報に関しては、厳しく管理しています, "as for personal information, we manage it strictly".
