に代わって means someone or something takes another's place: 社長に代わって、私がご挨拶いたします, "I will give the greeting on behalf of the president".
It covers two ideas. One is standing in for a person: 病気の母に代わって、姉が料理をした, "my sister cooked in place of our sick mother". The other is one thing replacing another over time: 手紙に代わって、メールが使われるようになった, "email has replaced letters".
It's formal and common in speeches, announcements and writing. In everyday speech, の代わりに does the same job: 母の代わりに料理をした.
In very formal writing, it shortens to に代わり.
