をめぐって names the issue at the centre of a dispute, debate or competition: 遺産をめぐって、兄弟が争っている, "the siblings are fighting over the inheritance". めぐる means "to go around", so the image is of people circling one issue.

The second half is a verb of conflict or discussion: 争う, 対立する, 議論する, 意見が分かれる. It's typical of news reports.

Before a noun, it becomes をめぐる: その事件をめぐる報道, "coverage surrounding the incident". In formal writing, をめぐり.

Compare について and に関して, which are neutral "about". をめぐって implies there are different sides.
