に沿って literally means running alongside something: 川に沿って、桜の木が並んでいる, "cherry trees line the river". It's used for roads, rivers, coasts and walls.

Figuratively, it means acting in line with a plan, a policy or someone's wishes: 計画に沿って作業を進めます, "we'll proceed with the work according to the plan".

Before a noun, it becomes に沿った: 会社の方針に沿った行動, "conduct in line with company policy".

Compare にしたがって, "following (instructions)", which implies obeying, and に応じて, which adjusts to something variable. に沿って is about staying on course with something that's already set.
