というのは picks out a word or idea so you can define or explain it: 「積ん読」というのは、買った本を読まずに積んでおくことだ, "tsundoku means buying books and leaving them piled up unread".
The explanation usually ends with のことだ ("it's the thing that…") or という意味だ ("it means…").
とは is the written, more formal version: 「もったいない」とは、無駄にするのが惜しいという意味だ. In speech, the casual version is って, which you met at N4.
After a whole clause, というのは means "the fact that", often when checking something you heard: 会社を休んだというのは本当ですか, "is it true that you took the day off?"
