と marks what was said, and 言う is "say": 田中さんは明日来ると言っていました, "Tanaka said he'd come tomorrow".
A direct quote goes in 「」: 母に「早く寝なさい」と言われた, "my mother told me to go to bed early". An indirect one is a plain-form clause, as in the first example.
と言っていました ("was saying") is the usual way to pass on what someone said. と言いました is more like reporting the exact moment.
Casual speech replaces と言う with って: 彼女、行かないって, "she says she's not going". It's one of the most common words in spoken Japanese.

We say "itadakimasu" before we eat.
