〜を踏まえて

を踏まえて means taking something into account as the basis for what comes next: 前回の反省を踏まえて、計画を立て直した, "taking into account the lessons of last time, we redrew the plan". 踏まえる means "to stand firmly on".

It's formal, common in business, politics and academic writing. The basis is usually experience, results, opinions or the current situation.

Before a noun, it's を踏まえた: 現状を踏まえた判断, "a judgement that takes the current situation into account".

Compare に基づいて (strictly following evidence or rules) and をもとに (using as raw material). を踏まえて is about considering something carefully before deciding.
