〜くて・〜で
…and… (joining adjectives)
い-adjective − い + くて / な-adjective + で

To describe something with two adjectives in a row, the first one goes into its て-form:
- い-adjectives: drop い, add くて. 安くておいしい, "cheap and tasty".
- な-adjectives and nouns: add で. 静かできれい, "quiet and clean".
と can't do this: it only joins nouns, so 安いとおいしい is wrong.
The て-form also gives a loose reason: 暑くて眠れない, "it's so hot I can't sleep". The order of the two adjectives rarely matters, but both should point the same way (both good or both bad). For "cheap but tasty", use が or けど instead.
