を中心に says what something revolves around, literally or figuratively: この町は駅を中心に発展した, "this town grew up around the station".

It often means "mainly" or "focusing on": 今日は文法を中心に勉強します, "today we'll focus mainly on grammar"; 若者を中心に人気だ, "it's popular, mainly among young people".

It can be literal, too: 地球は太陽を中心に回っている, "the Earth revolves around the sun".

を中心として means the same, and before a noun it becomes を中心とする: 東京を中心とする地域, "the area centred on Tokyo". 中心 on its own is simply "centre", as in 町の中心, "the town centre", or 話の中心, "the heart of the story".
