〜は別として

apart from, except for; whether or not

は別として treats one item as an exception, or as a separate question: 一部の例外は別として、全員が賛成した, "apart from a few exceptions, everyone agreed". 別 means "separate".

After a pair of options (好きか嫌いか, 本当かどうか), it means "whether or not": 本当かどうかは別として、面白い話だ, "whether or not it's true, it's an interesting story".

It overlaps with はともかく. は別として is a little more literal, "that's a separate matter", and is better for true exceptions (日曜日は別として, "except Sunday").

For a plain exception, を除いて and 以外 are also common, and 冗談は別として works like 冗談はともかく.
