にかけては introduces a field in which someone is especially good: 料理にかけては、母に勝てる人はいない, "when it comes to cooking, no one can beat my mother".
The second half praises ability, often in superlatives: 誰にも負けない ("second to none"), 天才だ, 一番だ, 右に出る者はいない ("no one surpasses").
It's used for positive skills and qualities, not for criticism. It's often used to boast modestly about oneself, too: 足の速さにかけては、誰にも負けない.
The は is what makes it "when it comes to". Without it, にかけて means "from … to" (a span). にかけても adds "even", for extra emphasis.
