時 (とき) means "when" or "the time when": 子どもの時, "when I was a child"; 暇な時, "when I'm free". It's a noun, so whatever comes before it connects the way it would to any noun:
- verbs and い-adjectives in the plain form: 分からない時, 寒い時
- な-adjectives with な: 暇な時
- nouns with の: 子どもの時
The verb's tense matters. 日本に行く時 is "when I go to Japan", on the way or before; 日本に行った時 is "when I went to Japan", once there. So a book bought in Japan is 行った時に買った.
Even in a polite sentence, the part before 時 stays plain: 分からない時は聞いてください.
