いつ asks "when": 誕生日はいつですか, "when's your birthday?"; いつ来ましたか, "when did you come?"
Like 今日 and 明日, いつ is already a time word, so it never takes に: いつに行きますか is wrong. It does take から and まで: いつから (since when), いつまで (until when).
For the clock time specifically, ask 何時 (なんじ): 何時に始まりますか. いつ is about the day or the occasion, 何時 about the hour.
Two relatives worth knowing: いつも means "always" (いつもここで食べます) and いつか means "someday". And いつでも is "any time": いつでもいいですよ, "any time's fine".
