できる means "can do" or "be able to", and like 分かる it puts the thing you can do before が: 日本語ができます, "I can speak Japanese"; テニスができますか, "can you play tennis?"
With する-nouns it takes the place of する: 運転する → 運転ができる, "can drive".
It's a regular ichidan verb (できない, できた), and it has two other everyday meanings:
- "be ready, be done": ご飯ができましたよ, "dinner's ready!"
- "come into being": 駅の前に新しい店ができました, "a new shop has opened in front of the station"
For "can" with other verbs, Japanese uses the potential form (食べられる) or ことができる, both at N4.

My older brother can't cook.
テニスができますか。

駅の前に新しい店ができました。
