The volitional form plus とする describes an attempt, often one that doesn't succeed: 何度も思い出そうとしたが、だめだった, "I tried again and again to remember, but it was no good".
It also describes the moment just before something happens: 家を出ようとしたとき、電話が鳴った, "just as I was about to leave, the phone rang". With things, not people, it's "on the point of": ドアが閉まろうとしている.
The negative, ようとしない, says someone refuses: 子どもは野菜を食べようとしない, "my child won't eat vegetables". It's always about other people.
Compare てみる, "try it and see". てみる actually does the action; ようとする is the effort to.

家を出ようとしたとき、電話が鳴った。
Just as I was about to leave the house, the phone rang.
何度も思い出そうとしたが、だめだった。
I tried again and again to remember, but it was no good.
子どもは野菜を食べようとしない。
My child refuses to eat vegetables.

The train doors are about to close.
