いくら〜ても means "no matter how much": いくら食べても太らない, "no matter how much I eat, I don't put on weight".
At N5, いくら was "how much" (price). Here, with ても, it stresses that however much effort or quantity you add, the result doesn't change: いくら呼んでも、返事がない, "no matter how many times I call, there's no answer".
どんなに means the same and is a little more emotional: どんなに高くても、この服が欲しい.
With い-adjectives, it's いくら高くても. With nouns and な-adjectives, it's でも: いくら好きでも. In casual speech, ても often becomes たって: いくら言ったって.
