からすると has two uses.
Judging from evidence: 空の様子からすると、もうすぐ雨が降りそうだ, "judging by the sky, it looks like it'll rain soon". The second half is usually a guess with ようだ, そうだ or らしい.
From the standpoint of a person or group: 親からすれば、子どもはいつまでも子どもだ, "to parents, their children are always children".
から見ると / から見れば and から言うと / から言えば work the same way: 日本人から見ると、この習慣は不思議だ, "from a Japanese point of view, this custom is strange".
Compare にとって, which is a standpoint for evaluations (important, difficult). からすると often explains why someone sees things differently.
