に至るまで stresses how far a range extends, usually to something surprising at the far end: 服装から言葉遣いに至るまで、厳しく注意された, "I was told off about everything, from my clothes right down to the way I talk".
It often pairs with から to give a full span: 子どもから大人に至るまで, "from children to adults". The last item is the extreme or unexpected one, and the second half usually includes 全部, すべて, 幅広く or 細かく.
It's a formal, emphatic まで. Don't confuse it with までに (N4), which is a deadline, "by".
至る means "to reach", so it's literally "all the way until reaching".
