ならでは praises something that only X can provide: これは京都ならではの風景だ, "this is a scene you can only find in Kyoto".
The most common shape is XならではのY, "a Y unique to X": 手作りならではの温かさ ("a warmth only handmade things have"), 地元の人ならではの情報 ("inside information only locals know"). It can also end a sentence: この味はこの店ならではだ.
It's always positive, so it's popular in travel writing, advertising and reviews.
Compare らしい (N3), "typical of", which is about being characteristic, and だけあって (N2), "as you'd expect from". ならでは says "you couldn't get this anywhere else". Don't confuse it with ならば, "if".
