ないとも限らない is a double negative meaning "it's not certain that it won't happen", so "it might happen": 事故が起きないとも限らないから、気をつけて, "you never know, there could be an accident, so be careful".
The second half is usually a precaution: 気をつけて, 傘を持っていこう, 小さい声で話そう, or 備えておこう. The possibility is small, but worth guarding against.
Don't confuse it with とは限らない (N3), "not necessarily". とは限らない doubts a certainty, while ないとも限らない warns of a risk.
Compare おそれがある (N3), "there's a risk of", which is formal and used for serious dangers.
