ぶる means putting on an air of something you aren't, or making a show of it: 彼は偉ぶっている, "he's acting all important".
It follows a noun or adjective stem: 偉ぶる ("act important"), 学者ぶる ("act the scholar"), 上品ぶる ("act refined"), いい子ぶる ("play the good child"), 大人ぶる ("act grown-up"). It conjugates like a godan verb.
It's always a criticism or a gentle tease. Compare ふりをする (N3), "pretend to", which is a neutral description of deception. ぶる is about showing off.
Don't confuse it with がる (N4), which is about visibly showing a feeling: 痛がる, 欲しがる.
