べき says what's right or proper: 約束は守るべきだ, "you should keep your promises". It's stronger than ほうがいい, which is friendly advice; べき is about duty, principle or common sense.
It follows the dictionary form. する can be するべき or すべき.
The negative is べきではない, "shouldn't": 人の悪口を言うべきではない. Don't put the verb in the negative (言わないべき); negate べき itself.
In the past, べきだった is regret: もっと早く相談するべきだった, "I should have asked for advice sooner".
Said to someone directly, it can sound preachy, so it's more common for opinions and for criticising yourself than for telling others what to do.
