ずにはいられない says an urge is too strong to resist: あの映画を見ると、泣かずにはいられない, "I can't help crying when I watch that film".
Build it from the ない-form, like ずに (N4): 泣かない → 泣かずには, 笑わない → 笑わずには. する becomes せずには: 心配せずにはいられない.
It's about the speaker's own emotional or instinctive reactions: crying, laughing, worrying, helping, being moved. The trigger is usually in the first half.
ないではいられない means the same and is a little more colloquial. Compare ざるを得ない, which is being forced by circumstances; ずにはいられない is being moved from inside.
