を込めて means putting a feeling or effort into an action: 心を込めて料理を作った, "I cooked with love", literally "putting my heart into it". 込める means "to put into, to load".
It's used with nouns of emotion or intention: 心, 愛, 感謝の気持ち, 願い, 思い. And physically with 力: 力を込めて押す, "push with all your strength".
愛を込めて is the standard way to sign off a letter: "with love".
Before a noun, it's を込めた: 心を込めたプレゼント, "a heartfelt present". Compare を入れて, "put in", which is for physical things.
