〜を余儀なくされる・〜を余儀なくさせる

を余儀なくされる means circumstances forced someone to do something they didn't want to: 大雨のため、試合は中止を余儀なくされた, "the match had to be called off because of heavy rain".

余儀 means "other means", so 余儀ない is "no other choice". The noun is usually a する-verb noun for an unwelcome change: 中止 ("cancellation"), 変更, 避難 ("evacuation"), 引退, 転職, 入院.

The passive される has the affected person as its subject. The causative させる has the cause as its subject: 台風が住民に避難を余儀なくさせた, "the typhoon forced residents to evacuate".

It's formal and very common in news. Compare ざるを得ない (N2), which is more personal: "I have no choice but to".
