てはばからない means someone says or does something openly, without any reserve, often something bold or controversial: 彼は自分が天才だと言ってはばからない, "he openly claims to be a genius".
The verb is usually one of speaking or asserting: 言う, 公言する ("declare publicly"), 断言する ("assert"), 主張する, 批判する. It describes someone else's attitude, often with surprise or mild disapproval.
はばかる means "to hesitate, hold back out of consideration", so it's literally "not holding back". It's written and journalistic.
Compare てやまない, "never cease to", which looks similar but is about heartfelt wishes.
