〜にかたくない

にかたくない (に難くない) means "it's easy to imagine, understand or guess": 彼女の悲しみは想像にかたくない, "it's not hard to imagine her grief".

It combines with a small set of words for imagining and inferring: 想像, 察する ("sense"), 予想, 理解 and 推測. The subject is usually someone's feelings or a likely outcome.

かたい (難い) here means "difficult", as in 忘れがたい, so it's literally "not difficult". It's formal and written, common in news and essays when describing how others must feel.

Compare にたえない, "unbearable to", and には当たらない, "there's no reason to".
