〜いかんにかかわらず・〜いかんによらず

いかんにかかわらず and いかんによらず mean "regardless of what X turns out to be": 理由のいかんにかかわらず、遅刻は認めない, "lateness won't be accepted, whatever the reason".

The noun is followed by の, then いかん ("how it is"), then the "regardless" phrase. いかんを問わず means the same. The second half is a fixed rule or decision.

It's the formal opposite of いかんで ("depending on"), and it's typical of rules, terms and conditions and official notices: 事情のいかんにかかわらず、返金できません, "no refunds under any circumstances".

It's a heavier version of にかかわらず (N2) and を問わず (N2).

  • 理由りゆうのいかんにかかわらず、遅刻ちこくは認みとめない。

    Lateness won't be accepted, whatever the reason.

  • 結果けっかのいかんによらず、参加者全員さんかしゃぜんいんに記念品きねんひんを差さし上あげます。

    Every participant will receive a souvenir, whatever the result.

  • 国籍こくせきのいかんを問とわず、誰だれでも応募おうぼできます。

    Anyone can apply, regardless of nationality.

  • 事情じじょうのいかんにかかわらず、一度支払いちどしはらわれた料金りょうきんは返金へんきんできません。

    Fees once paid cannot be refunded under any circumstances.

  • 理由りゆうのいかんによらず、暴力ぼうりょくは許ゆるされない。

    Violence is unacceptable, whatever the reason.
