〜であれ・〜であれ〜であれ

であれ means "whatever it is, it doesn't change the conclusion": 理由が何であれ、暴力は許されない, "whatever the reason, violence is unacceptable".

With a question word (何, 誰, どんな), it means "whatever, whoever". Doubled, AであれBであれ means "whether A or B": 晴れであれ雨であれ、試合は行う, "rain or shine, the match goes ahead".

The second half is a firm judgement or rule that applies to every case: 許されない, 同じだ, 認めない, べきだ.

It's the formal version of でも and にしろ / にせよ (N2), and であろうと means the same. Don't confuse it with であり, "is, and", which just links sentences in writing.

Examples

  • 理由りゆうが何なんであれ、暴力ぼうりょくは許ゆるされない。

    Whatever the reason, violence is unacceptable.

  • 大人おとなであれ子こどもであれ、ルールは同おなじだ。

    Adult or child, the rules are the same.

  • 晴はれであれ雨あめであれ、試合しあいは行おこなう。

    Rain or shine, the match will go ahead.

  • 誰だれであれ、例外れいがいは認みとめない。

    No exceptions, whoever it is.

  • どんな仕事しごとであれ、責任せきにんを持もってやるべきだ。

    Whatever the job, you should do it responsibly.
