を境に marks a clear dividing line in time, after which things were different: あの事故を境に、彼は変わった, "he changed after that accident".
境 means "boundary". The noun is a moment or event: an accident, a date, an age, a marriage. The second half is a change of state: stopped, began, became.
Compare をきっかけに (N2), "triggered by", which focuses on the cause that set something off. を境に focuses on the before-and-after contrast, and the event may not have caused the change at all: 四月を境に料金が上がる, "prices go up from April".
The deliberate "taking the opportunity to" is を機に (N1).
