〜にとどまらず

にとどまらず says that something doesn't stop within a certain range but spreads beyond it: その影響は国内にとどまらず、海外にまで広がった, "the impact wasn't limited to Japan, it spread overseas too".

とどまる means "to stay, remain within". The noun is a limited area, like a country, a town, a field or an age group, and the second half shows a wider range, often with まで, にも or 全体.

It's close to に限らず (N2), "not only", and だけでなく. にとどまらず stresses spreading or expanding, so it's typical in news and analysis of influence, damage and popularity.

Don't confuse it with にかかわらず (N2), "regardless of".

    The damage wasn't confined to one town. It spread across the whole prefecture.

  • この問題もんだいは個人こじんにとどまらず、社会全体しゃかいぜんたいの問題もんだいだ。

    This isn't just a personal problem. It's a problem for society as a whole.

  • 彼女かのじょの人気にんきは若者わかものにとどまらず、幅広はばひろい世代せだいに及およんでいる。

    Her popularity goes beyond young people, reaching all generations.
